母婴保健保偿制度政策分析模型

虽然在妇幼保健保偿制度实施过程中出现了许多问题，但最让决策者头疼也是最重要的问题是他们缺乏政策依据来判断哪种保偿制模式较好，预付金应该是多少以及入保者喜好哪些服务包。在现有资料中，作者没有发现类似的理论方法研究。因此开展此类分析性和理论性研究具有重要意义。据此，本文作者提出了用于制定适宜母婴保健保偿制政策的理论分析模型。该模型既考虑了需方的偏好及其支付意愿，又考虑了供方的提供意愿和成本信息，具有简单明了，适用范围广等特点。

Policy Analysis Model for Maternal and Infant Prepayment Scheme

Although many problems have appeared in the practice of Maternal and Infant Prepayment Scheme, the most confusing and important problem is that policy makers have lacked policy evidence for judging which provider is better, and how much the prepayment should be and what packages are popular among pregnant women. According to the available data, the author has not found similar study for this purpose, so it is urgent and meaningful to conduct such a theoretical policy model research. Based on the preference and willingness to pay from demand side, and on the cost information and willingness to supply from supply side, the author advanced a feasible model for policy analysis, which is noted for simplicity and universal application.
