河南省艾滋病政策分析

目的:从宏观和微观两个方面,探讨现有艾滋病各项政策对客体的影响和作用,以及政策在实施过程中所存在的主要问题。方法:运用利益相关者分析法分别对河南省艾滋病在预防控制政策、医疗救治政策、帮扶救助政策以及经费和补助政策进行分析评价。又运用选题组讨论法对参与艾滋病防治工作的各级工作人员进行访谈,建立一套艾滋病政策建议库,最后对建议库中的各项建议的重要性进行排序,找出当前亟待解决的问题。结果:①艾滋病防治政策在各个利益集团中没有明显的反对者。②排名前10位的政策建议分别涉及防治经费、工作队伍、领导协调、工作对象、宣传教育、工作措施、救助关怀和稳定、技术支持、经济责任、操作程序10个方面。结论:①河南省的艾滋病的防治政策受到多方面的认可。②防治经费仍是艾滋病防治工作的最需要解决的问题。③各项防治政策法规仍需完善。

The analysis of the AIDS policy in Henan

Objective: To probe the current AIDS policies' influence and effect on the object and the problem in carrying out them from both macrocosmic and microcosmic aspects.Methods: Interests analytic approaches were used to evaluate AIDS policies such as the policy of prevention and control,the policy of Medicil Aid,the policy of Medicaid and the policy of funds and subsidy.Nominal group was used to interview the people who are engaged in the task of prevention and control AIDS and to establish a set of suggestion bank for AIDS policy.Every piece of suggestion was ranked according its importance to find out the most urgent problem.Results: Firstly,there is no person who obviously objects the AIDS policies in every interest group.Secondly,the policies ranking in the top ten are involved in the funds of prevention and control,work team,leader coordination,work object,propaganda education,work policy,Medicaid,technology support, economic duty and process program.Conclusion: Firstly,the policies of prevention and control of AIDS in Henan were widely recognized.Secondly,the funds of prevention and control AIDS are still the most urgent problem.Thirdly,every piece of police also should be perfected.
