宏观预警控制尘肺病战略地位的现实意义

我国尘肺病控制始终局限于微观战术层面上的控制措施和方法的研究与实践,虽然历经近半个多世纪取得了一定成效,但是始终无法真正有效地遏制尘肺高发态势,在控制实效上与国际、国内制定的目标相距甚远;宏观预警是在重点考量我国现阶段实际国情的基础上,把传统预防措施进一步前移,向政府及决策机构发出预警预报,将微观战术性措施与宏观预警措施相结合,促使政府、决策机构从宏观上真正做到控制产生粉尘危害的＂源头＂,严格企业准入门槛,从而从根本上解决控制尘肺危害的瓶颈,对尽快实现消除尘肺病的目标,具有重大的现实意义。

Practical significance of strategic position of macroscopical warning in pneumoconiosis control

The research and practice of measures and methods for pneumoconiosis control in China always confines to the micro-tactical level, although certain results has been achieved after nearly half a century, the high incidence of pneumoconiosis can not be effectively curbed, the control effect is far away from the international and domestic targets. Macroscopical warning, based on China＇s actual conditions, further advances the traditional prevention measures, issues a warning to the government and decisionmaking mechanism. The combination of microtactical and macro- tactical warning measures makes the government and decisionmaking mechanism truly control dust hazards from ＂the source＂ and strictly control business access threshold, so as to solve the bottleneck of pneumoconiosis hazards control fundamentally. It is of great practical significance in achieving the goal of pneumoconiosis estimation as soon as possible.
