常州市居民对基本公共卫生服务均等化政策的认知与态度分析

目的:了解常州市城乡居民对基本公共卫生服务均等化政策的认知与态度,为探索适宜的实施策略提供依据。方法:根据立意抽样调查原则,对常州市农村和城市地区629名居民进行调查,了解居民对基本公共卫生服务均等化政策的知晓率、知晓途径以及费用支付方式等相关意向。结果:居民对政策的知晓率较低(28.18%),不同人群之间差异显著;居民可以通过多种途径了解政策,但对政策理解不够深入;90.64%居民认为均等化政策有必要性;对于基本公共卫生服务项目的费用,51.06%的居民认为应全部由政府承担,37.15%认为在现阶段可由政府与居民共同承担。结论:居民对基本公共卫生服务均等化政策认知不足,不同人群的认知有差异,需要强化居民对政策内涵的理解,并在界定基本公共卫生服务包的基础上形成适宜于当地的服务包。

An Analysis on Residents'Knowledge and Attitude of Equalization Policies on Basic Public Healthcare Services in Changzhou

Objective: The research is to comprehend the residents’ theoretical cognition and attitude of equalization policies on basic public healthcare services in Changzhou,providing evidence for local detailed strategy.Method: Based on purposive sampling method,629 rural and urban residents have been investigated in Changzhou.Questions asked include: whether they know equalization policies on basic public healthcare services,approaches to knowing such concepts,and attitude toward payment mechanism of public healthcare services.Result: Only 28.18% residents have known the policy.There are significant differences among different groups.The residents have known the policies by many approaches.They only have superficial knowledge of the policies.90.64% residents agree with the necessity of policies.In terms of the payments of public healthcare services,51.06% residents think that government should pay for all the services,while 37.15% people consider co-payment system more practical.Conclusion: The residents’ cognition of the policies is insufficient,and different people have different knowledge of the policies.It is necessary to strengthen the residents’ understanding of the policies,and to design a local service package based on the national basic service package.
