| 摘 要： | 我国艾滋病防治经历了"严打"、"打防结合"和综合防治三个阶段。从伦理学的角度分析,传统模式主要采取的公共卫生进路不仅直接造成了艾滋病防治的两个基本价值目标的对立和冲突,加剧了社会对艾滋病的歧视与排斥,而且背离了艾滋病防治普遍可及的基本要求。艾滋病问题的特殊性决定了艾滋病的防治不能采取诸如隔离、追踪等一般的公共卫生措施,而应通过采取以权利为基础的进路,以实现艾滋病防治的普遍可及。

| Abstract: | AIDS prevention and cure of our country has experienced three stages,e.g."Crack-down","Combine Crack-down and Prevention"and prevention in a comprehensive way.From ethical angle,the public health approach in traditional pattern not only resulted in conflicts between the two basic value target of AIDS prevention and cure——public health and civil rights,aggravated social discrimination and exclusion,but also violated the demand of universal access of AIDS prevention and cure.The particularity of AIDS problem determined that ordinary measures such as segregation and tracking should not be selected.We should adopt approach based on rights to realize universal access of AIDS prevention and cure. |
