| 摘 要： | 系统总结各方观点认为，方案中药品相关政策措施繁多，表述模糊、可操作性差。要解决药品相关问题，必须首先改革公立医疗机构补偿机制，否则，现有方案中提及的收支两条线、取消药品加成等政策很难奏效。而药品价格形成机制现阶段达成有难度，现阶段是否应建立国家基本药物制度尚存争议。

| Abstract: | In summary of opinions from public,policies in the draft plan related to medicine reforms are complicated and lack of maneuverability.To solve the problems of medicine reform,the compensation mechanism of state-owned medical institutions should be reformed.And it's difficult to develop the medicine pricing system,and there're mass of debates on whether or not the national essential drug system should be built right now. |
