全国社区卫生服务现状调查--社区卫生服务专项经费及全科医师岗位培训状况调查

目的了解各级政府对社区卫生服务的专项经费投入和全科医学培训现状。方法问卷调查部分省属城市和直辖市的区卫生局，内容包括各级政府近3年来对社区卫生服务的经费投入数量和全科医生、护士的岗位培训情况。结果对社区卫生服务的经费投入区级政府最高，其次为市级，省级最低；各级政府的经费投入均呈逐年上升的趋势，东部、西部和中部地区，直辖市和省属城市均呈此种趋势，但各地区、城市间差别较大；多数城市开展了全科医师、护士的岗位培训，但培训率与培训合格率均较低。结论政府对社区卫生服务的专项经费投入不足，但发展趋势良好；全科医学培训率较低、地区间发展不平衡、对培训的标准各地掌握不统一，提高社区卫生服务人员的服务能力仍然是今后社区卫生服务工作的重点。

The Overall Investigation on the Status of Community Health Service-An Investigation of the Specific Funding Status of Community Health Service and the Training Status of General Practitioners in China

Objective To investigate the specific funding status of community health service and the training status of general practitioners in differentiated governments.Methods Some district health bureaus of both provincial cities and direct-controlled municipalities were investigated via questionnaires,searching information about the total funding of community health service and general practitioners training including physicians and nurses in the recent three years respectively.Results The district government is the first to invest the most funding in community health service,the city government the second and the provincial government the last one.Though the funding is increasing year by year all over China,the regional difference was obvious.Also,most of the cities actuated the general practitioners training,however the training rate and the eligibility rate were not satisfying.Conclusion Firstly,governmental investment of community health service is not enough though with an increasing development.Secondly,with low training rate of general practitioners,imbalanced development regionally and un-unified standard of general practitioners training,the emphasis of future community health work should promote the capability of community health workers.
