基于医药特殊性的医疗保障制度思考

作为重要的社会化服务的医疗服务具有专业性、风险性和市场／社会二重性，作为重要商品的药品则具有安全性、有效性、专属性和使用被动性。面向未来的中国医疗保障制度的设计，必须基于药品和医疗服务的特殊性，在追求人民基本健康权、公共卫生目标和社会公正的同时，兼顾药品生产企业、医疗卫生机构、医生和患者等各方的合法权利和利益。

That the medical treatment being important socialized service serves the medicines and chemical reagents having special held, risk and marke/society dual character,the drugs being an important commodity have security,validity,specificity and the use of passive.Futureoriented Chinese medical security system design,must be based on such specificity of drugs and medical services,the people is in the pursuit of the right of basic health,public health objectives and social justice.At the same time,we should protect the legitimate rights and interests which is belong to the pharmaceutical production enterprises,medical and health institutions,doctors and patients.
