| 摘 要： | 现实运行中的我国城镇职工基本医疗保险,是社会保险的重要组成部分,其政策作为一种社会公共制度安排,包含有深刻的道德可靠性和强烈的伦理依赖性.本文通过对城镇职工基本医疗保险政策基本涵义的分析,重点阐述了这一政策所蕴涵的伦理精神,提出了政策选择的伦理学依据和原则.

| Abstract: | The current basic insurance for urbanite is an important integrant of the whole society. As a social arrangement, its policy contains profound moral reliability and ethical dependability. Through analyzing the policy, especially the ethical meaningit contains, the author puts forward the ethical principle for the establishment of corresponding policy. |
