影响基本药物流通安全的主要原因与对策研究

目的：为保障基本药物的流通安全提供参考。方法：查阅相关资料和数据,并进行实际调研,分析影响我国基本药物流通安全的主要原因,并提出解决对策。结果：影响基本药物流通安全的原因主要有：基本药物制假成本低、监管资源不足、市场机制失灵、药品从业人员素质低等。结论：建议应健全现阶段的法律法规;健全监管机制,尤其要注重事前、同期和反馈控制的监管,对基本药物流通企业采取属地管理的层级管理制度,恢复县级药监所建制,并配备适应现阶段的技术监管装备;强化企业第一责任人意识,使其肩负培训药品从业人员的责任和义务;落实基本药物储运温、湿度质量规范,保障基本药物运输安全。

Study on Main Reasons and Countermeasures for the Safety of Essential Drug Distribution

OBJECTIVE：To provide reference for the safety guarantee of essential drugs distribution.METHODS：By reviewing relevant literatures and data,conducting field survey,main reasons for the risk of distribution safety were analyzed to put forward countermeasures.RESULTS：Main reasons for the risk of distribution safety of essential drugs were as follows：the illegal actions only cost little and the regulations of resources were deficient,and the qualities of pharmaceutical employees were insufficient with the failure of the market mechanisms.CONCLUSION：Laws and regulations which suites current situation should be perfected;we construct regulatory mechanism,with particular emphasis on control of regulatory in advance,at the same period,and the feedback.It is recommended to adopt level management system of territorial management among drug distribution enterprise,restore the county pharmaceutical inspection organization,and equip suitable technical supervision assembly at the stage;strengthen the first responsibility awareness of enterprises,and pharmaceutical companies shoulder the responsibilities and obligations of employees training.Implement the stoning temperature and humiclity,to protect the safely of the transport of essential drugs.
