| Abstract: | The 3D comprehensive emergency rescue system consists of three parts:firstly,disasters related to natural disasters,accidents,public health and social security;secondly,areas including village,community,town,district,county,city and province;thirdly,rescue phases from preparation,response,rescue,security to rehabilitation.Based on the 3D system,the structure,content and chart of evaluation index system for comprehensive emergency rescue capability are created.These research results assist in capability evaluation of preparation,response,rescue,security and rehabilitation according to actual situation. |
