| 摘 要： | 已初步建立起新型的医疗保障制度体系构架，但总体上说，制度的运行还不尽如人意，其中主要问题之一就是医疗保险制度的改革与医院和医药市场的改革没有同步，三方的关系尚未理顺。本文对此问题进行了分析，并提出“三改联动”是深化医疗保险制度改革的关键环节。
