天津市专业公共卫生机构筹资结构分析

目的 分析天津市专业公共卫生机构的筹资特点和存在的问题,提出可供参考的政策建议。方法 应用对比分析方法对天津市2006-2013年专业公共卫生机构的筹资结构及变化趋势进行分析。结果 天津市专业公共卫生机构的总筹资年均增长率18.31%,其中财政补助收入年均增长率36.77%,业务收入年均增长率6.81%,妇幼保健、专科疾病防治和急救机构业务收入呈增加趋势,疾病预防控制、卫生监督和健康教育机构业务收入呈下降趋势。结论 天津市专业公共卫生机构的公益性逐步加强,但仍需建立稳定的财政投入增长机制,明确准公共产品的供给清单,使财政投入发挥最大作用。

Financing structure for public health institutions in Tianjin municipality

Objective To analyze characteristic and problems of financing for public health institutions in Tianjin municipality and to make suggestions on policy formulation.Methods Data on financial structure for public health institutions in Tianjin municipality from 2006 to 2013 were collected and analyzed with comparison method.Results The average annual increase rate of financing for public health institutions was 18.31% in Tianjin municipality during the 8-year period, with the increase rates of 36.77% for government subsidies and 6.81% for agency revenue.The agency revenue showed an increasing trend for the institutions providing medical services on maternal and child health, special disease control and medical emergency but a decreasing trend for those involved in disease control and prevention, hygiene supervision, and health education.Conclusion A mechanism for steady increase of government subsidies to public health institutions should be established and a list of quasi public products should be made for the maximum utility of government financial supplement.
