摘    要:目前,国内医院职能部门的工作评价和绩效分配的客观性和公平性普遍落后于业务部门,职工容易造成工作懈怠,更直接影响了医院开展全面有效的绩效评估工作。试图以职能部门中层干部为突破口,初步构建一种融评价、指导、培训为一体的发展性评价体系,通过对中层干部德、能、勤、廉、绩5个方面的量化评价,来调动中层干部的工作积极性,保证中层干部素质和工作绩效,提高医院服务质量和管理水平。

Abstract:The functional department is very important for hospital development, but the performance of functional department is more difficult to be evaluateo than clinic department. This paper tries to build an evaluation system for the leaders of functional department. It can guide the leaders to improve the serving quality and manage level of hospital. This system is focus on the integrative factors of leaders, such as personal moral character, competence, diligence, rightness, performance of the leaders and democratic assess.
