摘    要:目的识别和评估第14届国际泳联世界游泳锦标赛期间浦东新区潜在的公共卫生风险,以减轻与消除比赛期间潜在的公共卫生风险,建立并完善区县级风险评估体系,为日后大型活动的专题风险评估及日常风险评估提供依据。方法采用头脑风暴法与专家会商法,开展两轮风险识别;采用风险矩阵法进行风险评估;采用Kendall协调系数,评价专家的评分一致性。结果经两轮风险识别,确定了51种公共卫生风险,其中传染病32种、健康危险因素19种,并评估出高、中、低三个等级的风险。结论经风险评估,世游赛期间,台风、霍乱、核恐怖事件、饮用水污染、火灾事故、踩踏事件、环境污染事件等12种是高风险公共卫生事件。

Abstract:Objective To identify and evaluate potential public health risks during the Fourteenth World Swimming Champi- onships in Pudong New Area of Shanghai so as to reduce or eliminate the potential public health risks. To establish and improve the system of risk assessment in district - and county- level administrative region so as to provide a basis for risk assessments of large - scale activities and daily activities in the future. Methods We put to use the brainstorm and expert consultation meth- ods to find out the risks by two rounds. Risk matrix method was employed to conduct risk assessment and Kendall coordination coefficient was applied to assess the consistency of experts' scores. Results Through two rounds of risk identification, 51 kin& of public health risks (including 32 kinds of infectious diseases and 19 kinds of health- related risk factors) were identified, and then classified into high - , medium- and low- level risks. Conclusions Twelve kinds of high- level risk are identified for the Fourteenth World Swimming Championships by assessing the public health risks, including typhoon, cholera, nuclear ter- rorism, drinking water pollution, fire accident, stampede, environmental pollution and so on.
