| 摘 要： | 新型农村合作医疗制度的推行,必然对农民的就医行为产生影响.研究表明,这一制度促进了参保农民的积极就医行为,但对不同经济收入人群的影响不同.由于筹资水平约束和补偿标准设计欠科学,加上农村乡村两级卫生机构服务功能薄弱和药价偏高,该项制度对化解农民的疾病风险能力有限.因此必须提高筹资水平,改进给付结构,并加强新型农村合作医疗制度体系、农村基层卫生服务体系、药品价格和流通体系以及监管体制的配套改革,使之与农民就医需求相匹配.

| Abstract: | It was no doubt that pursuing the new co-operative medical care system had taken encouraging influence on medical help-seeking behavior for farmers.The study found that insurance farmers who were willing to medical help-seeking positively as a result of new co-operative medical care system,while the influence was constrained by different levels of economic income group.The reasons for that were lower level of accumulation funds,inadequate government-subsidized standard,and capability of both levels of towns... |
