温州市社区卫生服务机构人力资源现状分析

摘    要:目的:对温州市城市社区卫生服务机构现有人力资源进行调查,为社区构建合理的人才队伍提供科学的参考依据.方法:采用访谈法、问卷调查法、统计分析法等实证研究方法,对该市人口密度较大的10个社区卫生服务机构的319名社区卫生服务人员进行问卷调查.结果:温州市城市社区卫生服务机构存在人力资源配置缺少整体规划;专业技术人员的专业结构不合理(医护比例为2.67:1,未达到国家标准);全职医生匮乏(每万人仅配备卫生技术人员0.89人);专业技术人员学历层次和专业技术职称较低(学历结构,以大专为主,占50.7%;专业职称结构,以初级为主,占总量的79.6%);专业技术人员流动性较大等问题.结论:相关管理部门应制定合理的人力资源配置规划,优化人员专业结构,完善激励机制,以加强社区卫生服务专业人才队伍建设工作的可持续发展.

Analysis of the Status on Human Resource of Community Health Service Institutions in Wenzhou

Abstract:Objective: The paper surveyed the human resources of community health services (CHS)in Wenzhou in order to provide a scien- tific basis for constructing a reasonable health talents. Methods: The empirical research methods such as interview, questionnaire survey, statisti- cal analysis, were conducted on human resources among 10 city community health services and 319 community health service personnel from these centers in Wenzhou City's densely populated community. Results: The human resources of Wenzhou city CHS lack the overall configuration plan- ning ; the professional structure of manpower in the CHS centers was irrational and the ratio of doctors to nurses was 2.67 : 1 failed to reach the na- tional standard ; the number of general practitioners (GP) is low, only 0.89 GP per million people ; the major education back ground was junior college degree, accounting for 50.7% ; the professional titles were mainly primary, accounting for 79.6% and staff turnover was high. Conclu- sion: The superior departments in charge of City CHS should allocate human resources scientifically, optimize personnel structure, improve the in- centive system, and strengthen the construction of talent team.
