| 摘 要： | 医疗卫生事业提供的服务是“公共物品”,具有公共性、公平性、公益性的属性。医疗卫生事业的发展应该由政府主导,属于宏观调控范畴,医疗卫生事业的发展需要法律提供依据和保障,从而提高人民的健康水平。

| Abstract: | The services provided by the medical and public health care is"the public goods",a public,equity,public welfare attribute.Medical and health services should be led by the government,the development of the health services needs the law to offer the basis and the safeguard.Government should relay on medical and public health development laws to guide the development of medical and public health services. |
