四川岳池县第二轮全国艾滋病综合防治示范区实施效果分析

目的分析四川省岳池县第二轮全国艾滋病综合防治示范区(以下简称岳池县示范区)主要工作完成情况、工作质量和效果,为其第三轮艾滋病防治工作提供参考。方法结合艾滋病防治5大领域的工作内容和指标,分析岳池县示范区工作完成情况。结果 8类目标人群艾滋病相关知识知晓率均实现预期目标;建立艾滋病初筛实验室3个,HIV检测点15个,HIV检测178 760人次,检出率为0.08%(145/178 760),其中暗娼、吸毒人群HIV检测2 757人次,检出率为0.33%(9/2 757);累计发放安全套69.5万只,高危场所干预11 944人次;流行病学调查率、抗病毒治疗率、治疗患者病毒载量检测率、HIV/AIDS随访检测比例分别达到100.00%(304/304)、92.16%(141/153)、100.00%(93/93)、94.66%(195/206);第二轮示范区的10项主要工作质量考核指标全部完成,其中8项高于全国平均值,6项高于全国示范区平均值;探索了艾滋病防治知识进农家和HIV/AIDS实施"2+1"管理的创新模式。结论岳池县示范区第二轮艾滋病防治工作取得明显成效,多个工作指标和质量指标优于全国和全国示范区平均值,起到了较好的示范带头作用。

Analysis of the effect of the second round of the National AIDS prevention and control demonstration area in Yuechi County,Sichuan Province

Objective To analyze the second round of the national demonstration zone for the prevention and control of HIV/AIDS in YueChi County ( hereinafter referred to as YueChi County Demonstration Zone, YCCDZ) , including main job completion, quality and effect, and provide a reference for the third round of AIDS prevention and control work in YueChi County. Methods Combined with the work in the field of AIDS prevention and control, 5 contents and indexes of YCCDZ were analyzed. Results The knowledge awareness related to AIDS of 8 target populations reached the anticipated goal;three HIV/AIDS screening laboratories and fifteen HIV testing points were established, 178 760 person-times of HIV tests were performed, the detection rate was 0. 08% (145/178 760), among them, 2 757 were commercial sex workers and drug addicts, the detective rate was 0. 33%(9/2 757), 695 000 condoms were issued, intervention in the high-risk places were 11 944 person time;epidemiological investigation rate, antiviral treatment rate, viral load detection rate of treated patients, and HIV/AIDS follow-up detection rate were 100. 00% ( 304/304 ) , 92. 16% ( 141/153 ) , 100. 00% (93/93), 94. 66% (195/206) respectively. The 10 major work quality assessment indicators of the second round were completed, among them, eight were higher than that of the national average, and 6 were higher than that of the national demonstration zone average. How to transfer knowledge into farmhouse was explored, and the new management mode of“2+1” was implemented. Conclusion Significant outcome was obtained in the second round of AIDS prevention and control work in YCCDZ, many work indexes and quality indexes were better than the national level, as well as the average level of the national demonstration zone, therefore, played a good leading demonstration role.
