| 摘 要： | 本文界定了军人健康经济权益的内涵,是军人健康基本权益的核心体现,是军队医疗保障体制的根本目标;指出维护军人健康经济权益面临的主要问题是保障经费不足、缺乏权威标准和系统性的管理措施;提出维护军人健康经济权益,应更新观念,改“经济效益观”为“健康经济权益观”,规范制度,建立维护军人健康经济权益权威标准,加强顶层设计,健全维护军人健康经济权益协调机制。

| Abstract: | The article defined the connotation of soldier's health economic rights which was the core embodiment of solder's basic health right and also was the fundamental aim of military medical service system.Then,the author pointed out the main problems during maintaining solder's health economic rights including the shortage of health funds and drawback of authoritative standard and systematic management measure.Finally,the author suggested that we should change our opinion from the viewpoint of "economic benefit" to "health economic right",construct normalized system and standard to maintain soldier's health economic right and do some research on the mechanism of harmonizing soldier's health economic right. |
