| 摘 要： | 在一种医疗保险制度中,筹资、补偿、医疗服务交换三个方面是相互关联的。新型农村合作医疗与以往的合作医疗相比虽有较大不同,但确保其自动运行,还需要合理的补偿机制和有效的制衡机制。笔者从农民、政府、医疗机构等利益主体博弈的视角,对新型农村合作医疗自动运行存在的问题进行了分析,并提出了相应的政策建议。

| Abstract: | Finance, compensation and health service exchange are correlative in health insurance system. Although New Rural Cooperative Medical Scheme greatly differs from Rural Cooperative Medical System before, reasonable compensation mechanism and effective balance mechanism are necessary to ensure self-operation. The author analyzed problems and proposed suggestions for New Rural Cooperative Medical Scheme from the perspective of games between peasants, government and medical organization. |
