中国医疗救助政策演进与改善策略探索

医疗救助作为多层次社会保障体系中的一个重要组成部分,是政府针对那些遭受疾病折磨且生活陷入困境的特殊社会人群提供的一种公共服务。通过广泛推行"一站式"即时结算,医疗救助效率得以快速提升,救助人次大幅增加,覆盖面不断扩大,医疗救助水平不断得以提高。当前医疗救助仍然存在着救助资金来源渠道单一、财政投入非制度化、医疗救助制度设计不完善、医疗救助法制建设滞后等问题。医疗救助可以通过开拓多种医疗救助资金来源渠道,促使财政投入制度化;合理设计救助制度,提高资金利用率;加快相关法制建设,保障医疗救助工作效果等措施加以完善。

Studying on The Progress and Improvement of Medical Assistance System in China

As an important part of multi-level social security system,medical assistance is a kind of governmental public service for the special social public suffering from diseases and living in straitened.By implementing"one-stop"real-time settlement,some achievements has been obtained in medical assistance,from its efficiency,amount and coverage.But some problems still exist,such as single source of assistance funding,non-institutionalization of financial input,imperfect design of medical assistance system,and lack of relevant legal protection.It is suggested to broaden the channels of funding sources and prompting financial inputs’institutionalization,design the reasonable assistance system and improve the capital utilization,speed up the relevant legal system construction to ensure the effect of medical assistance work to perfect the medical assistance policy.
