| 摘 要： | 新型农村合作医疗作为解决农村医疗问题的重要举措正在全国大力推广，但新型农村合作医疗本身存在着制度困境，包括自愿原则下的逆向选择困境、政府、农民、医疗机构的利益博弈困境及大病统筹原则下的给付模式选择困境等。只有进一步完善新型农村合作医疗制度，才能走出困境，使这一制度持续稳定的发展。

| Abstract: | The operation of New Rural Cooperative Medicine System(NRCMS) is scaled up in whole China.As some problems exist in NRCMS itself,involving with the troublesomeness of converse choice under the individual-willing principle,the troublesomeness of interests struggle among government,rural people and health facility,and the troublesomeness of compensation-payment means under the fund plan model for severe diseases as well.The NRCMS should be improved further to solve the problems and to develop itself sustainably and smoothly. |
