促进合理用药的国际研究进展

目的:为促进我国合理用药工作提供政策建议。方法:系统回顾促进合理用药国际历史发展过程和总结最新进展,从中提炼出可供我国借鉴的国际经验。结果与结论:合理用药对于人类健康和有效利用有限的卫生资源十分重要。影响深远的国际促进药物合理使用大会提出了由最新理念支撑的、最先进的用药干预策略,并特别为发展中国家促进合理用药提出了政策建议。我国"医改"要成功,离不开合理用药制度的建立与落实。国际社会为发展中国家促进合理用药提出的建议值得我国借鉴。政府主导、多方参与、将系统化促进合理用药的整体策略制度化,应是我国药学领域下一步深化改革的重要内容。

International Updates for Improving Rational Use of Drugs

OBJECTIVE:To provide policy suggestions for improving rational use of drugs in China.METHODS:The international history development was reviewed systematically and the updates for improving use of drugs were summarized,and the essence of international experiences was extracted as reference for China.RESULTS&CONCLUSIONS:Rational use of drugs is critical to the human health and efficient use of scarce health resources.The significant International Conferences for Improving Use of Medicines(ICIUM) produce state-of-the-art interventions supported by the newest idea,especially recommendations for improving rational use of drugs for the developing countries.The success of the health system reform in China cannot bypass the establishment and implementation of rational drug use system.The policy recommendations proposed by the international society for the developing countries are valuable for China.Establishment of the universal basic health care system in China and eradication of negative incentives in the health systems will pave the way for improving rational use of drugs.Systematic policies for institutionalizing rational use of drugs under the government intervention should be the most important task for deepening the pharmaceutical sector reform in China.
