| 摘 要： | 为探寻管控医保基金支付风险的可行途径,通过深入分析我国医疗需求侧改革难以化解医保基金潜在支付风险、医疗供给侧问题构成医保基金潜在支付风险以及以医疗供给侧制度改革化解医保基金潜在支付风险几方面问题,了解医疗供给侧存在的问题及其制度根源,从而得出只有从约束医疗供给侧的制度入手改革,才能保证医保基金支付安全。

| Abstract: | In order to seek reasible way of controling the payment risks of medical health care insurance fund,the article have deeply analyzed the existing problems of medical supply side and the institutional roots.We have to proceed with reform to guarantee payment security of medical health care insurance fund from institutional structure of medical supply side. |
