新型农村合作医疗与我国城乡社会二元制结构——社会商业保险试水农村医保市场机制浅析

20世纪80年代以来，随着我国家庭承包经营土地制度的推行，传统的农村合作医疗制度迅速解体，此后各地政府也曾试图恢复合作医疗制度，但大多归于失败，农民因此失去最基本的医疗保障。为解决这一问题，2002年中央提出了推行新型农村合作医疗制度，至今这一措施正表现出较大的制度性优势，并正在改变我国二元制社会结构、建立和谐社会的进程中发挥着重要的作用。文章以宁波市北仑区实施新型农村合作医疗的具体措施为研究对象，分析新农合制度最终走向城乡社会医疗保障一体化的可能性。

New Rural Cooperative Medical System and City-countryside Dual Social Structure in China-A Mechanisms Analysis of Commercial Insurance Participating in Rural Medical Insurance Market

With the implementation of the household contract responsibility system in China, the traditional rural cooperative medical system had disintegrated quickly since 1980s. Since then, local governments have tried to rebuild the system, but almost ascribe to failure. Therefore, peasants have lost their basic medical care assurance. In order to solve this problem, Chinese Communist Party Central Committee proposed to carry out new rural cooperative medical system in 2002. Until now, this measure is showing major institutional dominance and playing important role in the process of changing dual social structure and establishing harmonious society. In this paper, we chose the specific measure of new rural cooperative medical in Beilun district of Ningbe city as objects, and then analyzed the probability of integrative social medical care assurance in city and countryside.
