国境口岸核与辐射恐怖事件的应急响应

[目的]在国境口岸建立应对核与辐射恐怖事件的防线，保障国家安全和社会稳定。[方法]根据核与辐射恐怖事件的特点，并结合2007年4月26日国家质检总局组织的首次核与辐射恐怖事件应急处置演练情况，探讨针对核与辐射恐怖的应急响应程序。[结果]按照核与辐射恐怖事件应急响应的发展阶段，国境口岸出入境检验检疫部门主要抓好应急准备、现场应急和应急终止3个阶段的工作，特别是现场应急阶段。[结论]口岸核与辐射应急工作是一项系统工程，需要各部门的分工协作，把口岸执法把关与反恐工作有机结合。

Emergency Preparedness and Response to Nuclear and Radiation Terrorism at Frontier Ports

Objective To build the line of defense against nuclear and radiation terrorism,and guarantee country security and social stability.Method Based on the feature of terrorism and combined the "April 26th Drilling" which conducted by state General Administration of Quality Supervison and Inspection and Quarantine,the procedure of emergency preparedness and response to nuelear and radiation terrorism were discussed.Result It was necessary to strengthen three phases work,which are emergency preparedness,on-the-spot response and termination,especially the second phase.Conclusion The preparedness emergency and response to nuclear and radioation terrorism are the system engineerings,it is important to cooperate with individual departments and combine with executing the law against terrorism.
