摘    要:在新医改的大背景下,国内许多专家学者对公立医院绩效评价的内容和方法进行了多角度深入研究。本文通过文献研究发现我国公立医院综合绩效评价仍存在许多问题,如评价指标片面,指标筛选方法不科学,评价主体单一等。借鉴美国医院的绩效测量系统、英国星级评审制度、澳大利亚国家级概念框架下卫生系统绩效评价的经验,为构建以公益性为核心、社会效益为导向的公立医院综合绩效评价体系提出科学合理的对策建议。

New Thinking on the Comprehensive Performance Evaluation on Public Hospitals in the Context of New Health Care Reform in China

Abstract:In the Context of New Health Care Reform, the domestic experts and scholars have researched on the comprehensiveperformance evaluation in Public Hospitals from multiple perspectives. The documentary method is adopted to analyze the present situation and problems of the performance evaluation system in public hospitals. There are still many problems through literature study, for example, the evaluation index is one - sided whilethe selection method is not scientific, the subject of evaluation is single, etc. Drawing on the experience ofAmerica, England and Australia, the purpose is to get some scientific and reasonable conclusions and recommendations for setting up a performanceevaluation system which is with public welfare as the core and social benefit as the guidance in publichospitals of China.
