对新农合患者在省级医院住院费用直补的探讨

新型农村合作医疗（以下简称新农合）是我国继基本医疗保险之后实行的又一项重大医疗改革,是切实解决农民＂看病难、看病贵＂问题的关键所在。现行新农合制度下的医疗费用补偿模式已无法适应目前参合农民的住院报销需求。为方便农民报销,简化报销手续,各地积极探索便捷的报销程序,其中由定点医疗机构直接兑付住院补偿金被广泛采用。本文将通过对新农合患者在省级医疗机构就诊现状的研究,根据住院费用实行直补的要求及所必须具备的条件,探讨新农合患者在省级医疗机构住院医疗费用实行直接补偿即将遇到的问题和困难,并针对出现的原因进行分析,最后提出相应的对策及建议。

Exploration of the Direct Subsidy of Hospitalizing Expenses for the New Rural Cooperative Medical Service Patients in Provincial Hospitals

The present new rural medical service system of the medical expense compensation pattern can not meet the demandings, of rural people＇ s medical appliance charges, In order to reimburse conveniently for the rural people and simplify the procedure of reimburses ment, many cities are actively exploring the convenient reimbursement procedure, in which the way the hospital compensatory charges are paid directly by the fixed medical institutions is widely used. Based on the study of the present situations for rural patients to visit hospitals in provincial medical institutions and required conditions for the imple- ment of the direct subsidy . this article explores the problems and difficulties that rural patients will encounter during the implement of the direct subsidy in provincial medical institutions. At last this article also puts forward some corresponding counfermeasures and suggestions.
