基于公益性公立医院＂管办分离＂改革的几种探索模式研究

公立医院改革是医疗体制改革的重点,新医改强调把维护人民健康权益放在第一位,实行政事分开,管办分开,医药分开,营利性和非营利性分开,切实缓解人民群众＂看病难、看病贵＂的问题,可见＂坚持公立医院的公益性质＂成为了此次医疗改革的重点。论文在明确了＂管办分离＂改革和公益性的关系的基础上,对改革中无锡、上海、苏州、北京海淀区四个地区的不同探索模式进行了总结分析和异同点比较,并针对模式探索中的问题提出了策略及建议。

Study on Exploring Modes of Public Hospital Reform of Separating Management from Enforcement Based on Public-Welfare

The new medical health system reform emphasizes the importance of safeguarding people＇s health rights, separating the functions of government from those of institutions, separating management from enforcement, separating the doctors＇ income from the drug prices and separating for-profit hospitals from not-for-profit hospitals, so as to relieve the difficulties in medical treatment.Maintaining the public- welfare of public hospitals is the focal point in the latest health institutional reform.This paper discusses the relationship between the reform of separating management from enforcement and public-welfare on the basis of predecessors＇ analysis.Separation of management from enforcement practiced in the areas of Suzhou, Wuxi, Shanghai and Beijing＇s Haidian District has separated the public management function of the government.The paper analyses and compares the four models.In the end of the paper, some proposals are offered to solve the problems in the models to promote the reform of management system.
