深圳市经济特区建立以来突发公共卫生事件及其对社会经济的影响

目的通过对深圳市建立特区20多年来重大公共卫生突发事件的回顾和分析,总结经验和教训,为今后预防控制类似公共卫生突发事件提供科学依据。方法系统回顾、收集、分析、整理深圳市特区建立以来有重大影响的公共卫生突发事件,分析这些事件发生的背景、原因、控制情况及对社会经济的影响。结果建立特区以来有重大影响的突发公共卫生事件有5宗,包括1984年疟疾大流行、1992年霍乱暴发流行、1993年8·5大爆炸、1994年禽流感事件、2003年非典型肺炎暴发流行,这些事件中疾病流行强度高,对人群健康危害大,均给社会、经济的发展带来了严重影响。结论有必要制定适宜的地区性公共卫生突发事件应急机制,以预防控制类似事件发生和流行。

Emergencies of Public Health and Their Effects on Social Economy since Foundation of Shenzhen Special Economic Zone

Objective To summarize experiences and lessons, and to provide scientific basis of preventing and controlling similar emergencies of public health. Methods The more important emergencies of public health were collecting and reviewing after setting up Shenzhen special economic region, and their background, reason and effect were also analyzed. Results There were five emergencies of public health including the pandemic of malaria in 1984, the outbreak of cholera in 1992, the explosive on August 5, 1993, the accident of avian influenza in 1994 and the outbreak of SARS in 2003. These accidents had done heavy harm to public health and brought serious effects on society and economy. Conclusion It is imperative to frame suitable local response mechanism of public health emergency in order to prevent and control similar occurrence and epidemic.
