医院体制改革的分析与政策建议

通过分析医院体制运行的现状及其原因，说明医院体制改革的必要性；分析我国政府在医院体制改革问题上的目标定位与政策选择，提出了“公平优先、兼顾效率”的原则；另外，对医院产权体制改革、公立医院管理模式与运行机制以及改革的难点等问题进行分析，指出了产权体制改革有助于增强竞争提高效率，但鉴于当前国力与国情，医院体制改革将是一个长期循序渐进的过程，可以先将非基本医疗市场化，基本医疗应由政府主导、市场为辅，明确救助医疗的范围以及政府的责任；最后，对医院体制改革提出了相关对策与建议。

Analysis of Reform of Hospital System and Suggestions

Through analyzing the situation of operation of hospital system and its reasons,this paper demonstrated the necessity of reform of hospital system.Based on analyzing how Chinese government to fix the goal of the reform of hospital system and make a choice of policy,the paper put forward a principle that is equity is first and giving consideration to efficiency.The paper also analyzed the reform of ownership system of hospital,management model of state-owned hospital and operative system,and difficulties of the reform.The reform of ownership system is helpful to reinforcing competition and improving efficiency.However,for current Chinese power and situation,the reform of hospital system would be a long-term and step by step process.It should make non-basic medical service go into market and the basic medical service should be government-oriented and market as assistance.It should determine the scope of medical financing assistance and government's responsibility.At last,the paper put forward some countermeasures and suggestions about the reform of hospital system.
