| Abstract: | In face of the challenge of COVID-19,more than one thousand public policies were formulated and introduced by governments at all levels in a short period of time,covering all aspects of outbreak control.Many policies have produced effects of positive value.For example,policies are timely and responsive,which play a decisive role in the prevention and control of the pandemic.However,some policies are of limited value,such as the lack of policy synergy and scientific rationality.Based on COVID-19 epidemic prevention and control policies,this study established a value policy mining and development mechanism to improve the governance decisions of public health crises.Through the establishment of the policy diffusion mechanism,the value policy will be diffused so as to better play the role of policy in the management of sudden public health crisis. |
