实施现代中药产业化专项提高中药创新能力促进产业健康发展

中药产业是我国极为悠久的传统产业之一。面对全球经济一体化的形势,国家从2000年开始实施现代中药产业化专项,使我国中药产业在先进制造技术与装备、中药新产品、濒危稀缺中药材优质种源繁育、中药材规范化种植和加工等方面取得了重要进展,初步实现了中药产业“大品种、大企业、大市场”的目标,促进了传统中药产业走向世界的步伐。本文总结了中药专项实施的成果、经验,并针对中药知识产权保护不力、新药及相关生产证书审批时间过长、产业布局不合理等问题提出了建议,提供各地开展中药等传统产业的高技术产业化工作借鉴。

Implementing Project of Industrialization of Modern Traditional Chinese Medicine and enhancing Capabilities of TCM innovation so As to promote healthy development of TCM industry

TCM industry is one of the long-standing traditional industries in China. Facing the current trend of globally economic integration, the Chinese government set about implementing the project of the Industrialization of Modern Traditional Chinese Medicine in 2000, by which significant progress has been achieved in such respects as advanced manufacturing technology and equipment, TCM new products, high -quality seed breeding of rare and endangered Chinese medicinal plants and standardized cultivation and processing of Chinese medicinal materials of TCM industry in China, and as the result the objective of " diversified varieties of medicines, big enterprises and broad market" in TCM industry has been preliminarily retained, thus pushing forward TCM industry onto the world. The present paper sums up the achievements and experience in the implementation of this project and makes suggestions on the existing problems, such as the insufficiency in the protection of the intellectual property rights of TCM industry, the delayed examination and issueing of certificates for medicines and irrational distribution of TCM industry, which may be references for the development of high-tech industrialization of TCM industry and other traditional industries in all parts of the country.
