长三角区域循环经济体系的构建

在长三角经济飞速发展的同时，资源、环境问题日益突出，并已成为制约该地区可持续发展的瓶颈．在更大的地域空间上建立区域循环经济体系，是长三角可持续发展的必然选择。长三角区域循环经济体系的建立可从下四个方面展开：一是实现区域范围内各城市的合理分工；二是建立城市群发展的协调机制，直属中央政府的区域环保监测结构；三是构建促进区域循环经济发展的政策激励制度体系；四是将发展循环经济与经济结构调整、走新型工业化道路战略相结合，选择符合区域特色的循环经济发展模式。

Construction of the Regional Circulating Economic system of the Yangtze River Delta

With the rapid economic development of the Yangtze River Delta,a series of resource and environmental problems gradually appear,which are confining the sustainable development of the region.The construction of regional circulating economic system on a larger spatial scale is an inevitable choice for the sustainable development of the Yangtze River Delta.The construction of regional circulating economic system of this region can be carried out from the following four aspects: first,to realize reasonable division of labor among the cities of the region;second,to establish the coordination mechanism of the development of city clusters and the supervision structure of regional environmental protection directly affiliated to the Central Government;third,to construct the policy incentive system to promote regional circulating economic development;fourth,to combine the development of circulating economy with the adjustment of economic structure and to choose the mode of circulating economic development that accords with regional features.
