我国公共卫生服务系统政策干预研究

目的 以公共卫生服务系统内部结构与功能缺陷为政策靶点,进行政策组的筛选与干预实验,为我国相关宏观公共卫生政策制定提供理论与实验依据.方法 以构建的我国公共卫生服务系统动力学(SD)模型为平台,重点利用文献资料及现场调研数据进行模拟干预实验.结果 单纯提高政府对公共卫生服务机构的投入,可以在一段时间内提高公共产品提供率,但从长远看,因为受到准公共产品提供的影响,系统公共产品的提供率以及提供量总体呈下降趋势.目前对基于公共产品的补偿不足甚至缺失,公共卫生服务人员工资补偿水平偏低,从而导致公共产品提供率下降和人才流失.结论 现阶段,要改进公共卫生服务系统整体绩效,要加大政府投入,要注重投入的分配情况,加强对无偿服务产品的补偿,加大政府对公共卫生服务人员的补偿水平.
