| 摘 要： | 通过对上海市某一城区和某一郊区全部25家社区卫生服务中心的问卷调查，分析比较上海市城郊社区卫生服务费用及居民健康状况。结果显示：上海市城郊社区卫生服务中心次均费用基本呈下降趋势，居民健康状况不断改善。最后，对上海市社区卫生服务改革提出了三点建议：一是坚持以健康为中心的原则；二是完善以保障健康为主体的体制机制；三是构建以“54321”为主要内容的基本健康保障模式。

| Abstract: | We investigated 25 community health service centers which were selected from an urban and suburb of Shanghai.The cost and health of residents were compared between urban and suburb areas.The results showed that the cost per visit reduced and the health of residents improved in suburb community health service centers.We proposed that the community health service reform should focus on health of residents,improve health insurance,and build "54321" basic health insurance model. |
