| 摘 要： | “两江”医疗保障制度改革的经验,推动了全国医疗保障制度改革的迅猛发展。企业医院应主动适应市场经济的大环境、大趋势,深化内部改革。认为应从 4个方面入手解决企业医院实行内部改革的难点:1.立即着手准备进行全面及经济核算;2.改变过度的集权式管理,在内部划小核算单位,设立模拟法人责任制,分块放权搞活;3.建立与市场经济要求相适应的内部组织机构;4.实行分配制度、考评制度改革。

| Abstract: | Enterprise hospitals should actively adapt to the big environment and big trend of more and more market - oriented economy through deepening internal reforms: take flexible measures to tap professionals' latent potentialities of wisdom, efforts, and experience in appropriate utilization of scientific, technological, and managerial advances; delegat more autonomy to lower levels of accounting units with reimbursement linked to contributions; strengthen study and management of dynamic balance between supply and demand of health services, by taking into consideration the conditions and development of enterprise; use cost - effectiveness analysis so as to better serve social and economic benefits of hospitals of enterprises; create favorable conditions to facilitate financial reformt, order, efficiency, stability and development, with modern information technology and management. |
