积极探索医疗改革的新思路

阐述了近年来医疗机构运行出现的新特点，即《中共中央，国务院关于卫生改革与发展的决定》实施后，大医院在国家重点扶持和技术优势的作用下，困难有所缓解；农村基层卫生机构由于国家投入的重点倾斜，合作医疗制度的重建和乡村两级卫生机构一体化的推行，困难也开始减轻，唯独处在中间层次的医院和一些企业医院的困难没有改善。

Exploration for New Ideas on Reforms of Health Services

The social benefits, development, and reforms of hospital services are approached from a number of dimensions: making continuous and planned efforts to bring forth large hospitals' intellectual, technological and resources advantages to ensure spaciel and necessary contributions to the development of market economy and intellectual economy; extensively and effectively developing primary health care(PHC) services, which have already begun to improve owing to the implementation of policy measures such as reestablishment of cooperative medical services, integration of the health service set-ups at township level with those at village level,and increase of governmental investment;analysing middle-sized hospitals'difficulties which have not been decreased significantly as compared with those in large hospitals and in PHC, and adopting supportive and possible measures to help middle-sized hospitals maintain and expand capability of providing cost-effective and efficient health services; exploring strategic restructuring of health services to realize general improvement of service quality and benefita, in conjunction with making health services meet the challenges posed by the rapidity and scale of development of intellectual economy.
