医院管理新模式;优质高效低耗：广东省清远市人民医院调查

根据实地调查所见所闻,介绍了广东省清远市人民医院实施的优质高效低耗医院管理模式,以及实施这一管理模式后医院发生的变化。作者认为清远市人民医院改革取得显著成绩的主要原因是该院领导班子正确理解和掌握了邓小平理论,解放思想,树立新的效益观点;充分运用经营管理自主权,大胆进行改革,创立了一套与市场经济发展规律相适应的管理体制,保障了人、财、物、时间、信息都产生高效益;按照医院发展内在规律,正确处理基建、设备、人才三者的关系,使投资项目同步配套,及时产生效益。优质高效低耗的经营管理模式实质上既运用了市场经济的经营机制,又坚持了社会主义的办院原则,实现了公平与效益、质量与效率、民主与集中的统一。

Toward Integrated Fine Quality, High Efficiency and Low Cost in Hospital Services

The article describes the practice and experience of the People' s Hospital of Qingyuan City, Guangdong Province, in studying Deng Xiaoping theory and optimizing the management and utilization of prof essionals, investment, capital construction,equipments,time,and information resources to get fine quality,high efficiency and low cost dialectically integrated and facilitating each other so that hospital services will build up an elaborate and well-developed set of management system which is capable not only of suiting the needs of market economy,but also of adhering to the socialist principles of equity,access,quality and cost-effectiveness of health services.
