中澳社区卫生服务的比较研究

中国曾经是发展中国家初级卫生保健的榜样.然而近年来,卫生资源配置越来越集中于大城市、大医院和高精尖技术领域,服务的可及性和公平性下滑.为了有效解决这些问题,全国各地自1997年以来广泛开展了社区卫生服务.但是,这些实践与政策目标之间还存在相当大的距离.本文通过对比中澳两国社区卫生服务模式,对中国的社区卫生服务提出了一些建议.认为当务之急应该是整合现有的社区资源,成立初级卫生保健同盟,避免卫生资源的重复配置和浪费,增强消费者对社区卫生服务的信心.

A Comparison Study of Community Health Services between China and Australia

China used to play a leading role in primary health care for developing countries. In recent years, however, health resources have been increasingly concentrated on big metropolitans, tertiary hospitals and high technology areas, which have resulted in a decrease of accessibility and equality of health care. Given this context, there has been a national wide movement in developing community health services since 1997. But the gap between reality and policy objectives is obvious. This paper examines the community health service models in China and Australia and makes some recommendations based upon a comparison. There is an urgent need in China to mobilise and integrate the existing community resources and to gain confidence of consumers towards community health services through establishing primary care partnerships and avoiding duplication and waste of health resources.
