| 摘 要： | 目的:了解卫生行政机构在突发公共卫生事件的应对过程中指挥能力的现状并分析其影响因素。方法:定性访谈与定量调查结合。结果:应急管理组织体系初步建立,应急管理组织机构建设、信息支持两因素对应急指挥能力产生影响。 |

| Abstract: | Objective: To investigate the emergency command system situation of health administrations and analysis the influencing factors. Methods: Qualitative and quantitative methods had been used. Results: The emergency response system in Heilongjiang province has made some achievement already, and that main influencing factors are: the construction of the emergency management organizations and the supporting of the communication system. |
