借鉴澳大利亚的先进管理经验改革进境集装箱空箱的检验检疫模式

〔目的〕提高对进境集装箱空箱的检验检疫监管力度,在严格把关的同时加快通关速度。〔方法〕通过对青岛前湾港进境集装箱空箱检验检疫工作的调查研究分析,发现空箱检验检疫中存在的问题。借鉴澳大利亚对进境集装箱空箱的检验检疫模式,建立进境集装箱空箱"协检"新模式。〔结果〕通过进境集装箱空箱"协检"新模式的建立,解决了数量大,时间缺,把关难的问题,充分提高了口岸进境空箱检验检疫工作的质量和效率。〔结论〕新模式的建立,能适应口岸"大通关"的要求,筑起提速、增效、减负、严密监管的对外贸易大通道。

Adopting Abroad Advanced Experiences and Reforming Mode of Inspection and Quarantine in Entry Empty Containers

Objective To investigate inspection and quarantine work,and to analysis risk factors in entry empty containers in Qingdao Qianwangang Harbour,and to Find out the problem in inspected and quarantined entry empty containers.Method The Austrahia advanced experiences were adopted,and new "Assistant Inspection and Quarantine" Model of Entry Empty Containers was established.Result By establishing new "Assistant Inspection and Quarantine" Model of Entry Empty Containers.In inspection and quarantine of entry empty containers,we solved the problem of time,quantity and standard.Conclusion It is effective to improve work quality and efficiency to the entry empty containers,to promote effective clearance to foreign trade and to set up speedy,effective and closely surveillant passage for foreign trade.
