论非战争军事行动卫勤保障的特点规律

结合筹划组织“卫勤使命—2009”演习和近年来车区部队完成多样化军事任务卫勤保障实践，就如何提高非战争军事行动卫勤保障能力，从科学谋划、演练重点等方面进行了探讨，深刻总结分析了非战争军事行动卫勤保障特点规律，提出了抗震救灾“四十字医学救援保障法”，即：快字当先，救命第一；灵活指挥，模块组分；信息支撑，快救速转；综合防控，心理跟进；军地一体，联救联保。对抗震救灾医学救援紧急启动应急机制，快速抽组收拢人员，快速筹措装载物资，快速立体多路机动，灵活机动统一指挥，首用精兵就近用兵，依靠现代科技支撑，快速救治快速后转，防疫防护措施并举，军地携手联救联供等环节进行了概括总结。

Characteristics and Laws of Medical Support in Military Operation Other Than War

Based on the experience of preparation and organization of the ＂Medical Service Mission 2009＂ manoeuvre and the recent practice of medical service support of diversified military tasks, the author discussed the methods of increasing the medical support level in military operations other than war, including scientific planning, key drilling and so on, analyzed its characteristic and regularity, and put forward a series of proposals as follows ： rapid on - the - spot first aid for the wounded, flexible strategy and command for redistribution of medical resources, emergency treatment and quick transportation of critical patients based on information technology, comprehensive prevention arid control of infectious diseases and psychological disorder, and rapid reaction and joint action of military - civilian medical service force. The author comprehensively and originally summarized the strategy of medical rescue in earthquake relief, including launching of the emergency response mechanism, rapid sample - forming and muster of medical teams, preparation and loading of medical materials, establishment of muhiple rapid mobile medical service forces, flexible and unified command, detaching the picked and nearest troops, rapid on - the - spot emergency treatment and transition of the wounded depending on modern scientific and technological methods, implementation of epidemic prevention combined with protective measure in secondary disaster, practicing joint military -civilian medical rescue forces and so on.
