进出境集装箱电子检疫监管的研究

目的 研究进出境集装箱电子检疫监管新模式。方法对惠州口岸出境集装箱实行集中检疫管理;研发进境集装箱查验管理系统,实现电子化管理;分析新管理模式所取得的效益。结果出境集装箱检疫工作提前,大大减少了出境时集装箱检疫的工作量,减少企业报检环节46个、报检时间缩短6倍(以10批计);实现了检疫查验指令与监测结果的快速传递;规范了查验行为;实现了电子化的现场取证。结论进出境集装箱电子检疫监管新模式突出了检疫工作抓源头、抓重点地区、抓监管要点,简化了口岸查验环节、节省资源、提高工作效率,适应了大通关“提速、增效、减负、严密监管”的要求。

Research on the electronic pattern of quarantine and supervision for entry-exit containers

Objective Research a new electronic pattern of quarantine and supervision for entry-exit containers. Methods For those exited containers from Huizhou port, focus quarantine administration was conducted. Develop an administration system for entry containers to realize electronic management. Analyze the profit of the new management pattern. Results The time for exited containers quarantine has been shorted soundly, and the amount of work has been reduced as follows: 46 procedures of quarantine declaration have been eliminated and the time for declaration has been cut by 6 times (taking 10 batches goods for example). The instructions and results of quarantine examination turn out soon. Regulate examination procedure and evidence electronic collection comes true. Conclusion The new electronic pattern of quarantine and supervision for entry-exit containers focuses on the requirements of quarantine, the key districts and the key points of supervision. It simplifies examination procedure, saves recourses and promotes the working efficiency, meets with the requirements of "grand customs passage" which asks for improving the working speed and efficiency, lightening the work load and supervising closely.
