| 摘 要： | 2003年以来，我国疾病预防控制体系建设引起全社会关注。县级疾控机构存在人员严重超编、专业人员匮乏、经费投入不足、科室设置不合理等问题。主要成因包括“重医轻防”观念的影响，对疾病预防控制工作的认识有待提高，对疾控机构定位定性不清。建议建立公共卫生政府投入机制，明确疾控机构定性定位及职责，规范机构设置，加强人才建设。
