香港采购药品的质量控制与质量保证经验与启示

目的 通过研究香港药品采购的质量控制与质量保证为大陆药品采购提供经验和启示.方法 介绍了香港药品采购的概况,从质量控制、保证的角度对香港药品采购进行分析.结果与结论 香港药品支出仅占拨款的9%~10%,这依赖于香港药品采购中成本管理.而在采购中通过对药品及采购行为的质量控制与质量保证措施,进而保证采购药品的治疗效果.建议大陆药品采购提高采购主体专业能力、充分构建信息化平台、增强事前测试和现场检查力度、采用黑名单制度,引用产品责任保险.

The enlightenment of quality control and quality assurance of drug purchasing in Hong Kong

Objective To provide experiences for drug purchasing in mainland by studying the quality control and quality assurance of drug purchasing in Hong Kong.Methods The general situation of drug purchasing in Hong Kong was summarized,and drug purchasing in Hong Kong was analyzed from quality control and quality assurance.Results and Conclusion The Hong Kong drug expenditure accounted for 9%~10% of appropriate funds,that depends on purchasing management for cost in Hong Kong.In drug purchasing,quality control and quality assurance ensure the curative effect of all kinds of drugs.Recommendations to improve the specialized skill of purchasing department,build a platform for information,strengthen the pre-test and on-site inspection,the use of blacklist system,the use of product liability insurance.
