口岸甲型H1N1流感防控措施的卫生经济学评价

摘    要:目的从卫生经济学的角度评价2009年武汉航空口岸甲型H1N1流感防控措施,为口岸呼吸道传染病防控措施的制定提供依据。方法设计调查表,收集2009年甲流防控期间,武汉天河国际机场旅客留验、转运、诊治等的成本资料,将口岸防控模式与两种理论防控模式,即改良的口岸防控模式和社区防控模式进行比较,用卫生经济学成本最小化分析、成本-效果、成本-效益分析方法进行评价。结果三种防控模相比,改良的口岸防控模式成本最小;口岸防控与社区防控相比,预防1例甲流病例将节省成本7505.35元,成本效益比是4.58。结论改良的口岸防控模式是卫生经济学最优模式。

Abstract:Objective The aim of this study was to evaluate the preventing and controlling measures against influenza A ( H1N1) in Wuhan Tianhe airport in 2009,and provide reference for preventing and controlling respiratory infectious disease at ports. Methods Data concerning the cost of quarantine,transfer,diagnosis,and treatment of the travelers was collected by questionaires. The cost-effective and cost-benefit were health economically analyzed to evaluate the port prevention and control model, modified port model, and community model. Results Modified port model would minimize the cost. Compared with community model and the port model,the modified port model would reduce new cases of influenza A( H1N1) ,and save 7505. 35 Yuan for each case,and the cost-benefit ratio was 4. 58. Conclusion Modified port prevention and control model is the optimal model from the perspective of health economics.
