新中国公共卫生防疫体系建设成就、制度归因与效能提升

基于制度绩效分析框架,总结了新中国公共卫生防疫体系在法律体系、组织体系、人才队伍等方面取得的巨大成就,认为这根本归因于我国在公共卫生防疫体系建设中始终坚持党的集中统一领导的根本领导制度和全国一盘棋、“以人民健康为中心”等基本制度。但当前公共卫生防疫体系仍不完善,为此,我们要坚定制度自信,进一步健全公共卫生防疫体系的疾病预防控制等重要制度,以提升公共卫生防疫治理效能。

Studying on The Achievements,Institutional Attribution and Effectiveness Improvement of Public Health and Epidemic Prevention System of China

Based on the analysis framework of institutional performance, the great achievements of public health and epidemic prevention system of the People’s Republic of China were summarized in aspects of legal system, organizational system and talent team, which is fundamentally attributed to China’s adherence to the centralized and unified leadership system of Communist Party of China, adherence to the basic system of "coordinating all the national activities like moves on a chessboard" and "People’s health at the center". However, The current public health and epidemic prevention system is still not perfect, so it is necessary to strengthen the confidence of the system, further improve the important system of Disease Control and Prevention system and other public health and epidemic prevention system, which can improve the effectiveness of public health epidemic prevention.
