“三医联动改革”是一项系统工程 ,医疗保障制度的改革占有主导的地位 ,而医疗卫生和药品流通两个方面的体制改革则是城镇职工医疗保险制度改革的基础。三医联动改革就是要通过部门间的协调和合作 ,选择最佳行动计划 ,寻求三项改革收益或效用的最大化。本文运用集团利益分析的方法对医保、价格、卫生、医院、药品生产、药品监督、患者等多部门的集团利益进行了分析。最后提出了解决各集团利益矛盾的一些政策建议。

Stakeholder analysis in the process of tripartite system reform

Tripartite system reform is a systematic engineering. The reform of medical security system is being played a leading role. However, the reform of health system and drug manufacturing and distribution system is the basis of medical insurance system reform. Tripartite system reform should search the maximum benefit and utility by means of inter-sectoral coordination and selection of best action. The paper analyzes the interests of different stakeholders, such as medical insurance sector, pricing and planning sector, health sector, hospitals, drug manufacture companies, drug administration sector, patients and mass media. Finally, to solve the conflict between stakeholders, some policy recommendations are put forward.
